How many floors
Two stops and five stops are different machines above a certain point, not the same machine with more cable.

How much of the building exists
A shaft you can still draw is cheap. A shaft that has to be built is a civil cost. No shaft at all is a structure lift.

On a finished house these two measurements decide the drive type before budget gets a say.

How hard it will be used
Fifteen trips a day and three hundred trips a day are rated differently, and underrating a lift to win a quotation is why lifts fail early.
